Dara co-founded and is CEO of Fenix Digital, a consultancy focused on helping clients harness digital technology to navigate complex challenges and succeed in spaces others overlook.

Dara brings almost 30 years of experience building what’s missing from concept to execution, as both an intrapreneur and entrepreneur, while working at the nexus of national security, innovation, and governance. Her career started as a naive 23 years old, when she joined with another group of former colleagues to build an NGO, Network Bosnia, focused on bringing ground-based realism into the policy discussion on the Balkans. Dara’s work in 2024, spearheading the stand-up of the 70+ person Office of Digital Technology in USAID, was another of her efforts to build the tools to confront emerging challenges.

Dara is excited to bring this experience identifying emerging challenges and executing policy and organizational change to meet them along with expertise in national security, civil society and elections to support the Public Value Lab’s mission.

Dara has an MS in National Resourcing Strategy from National Defense University, and LLM in Human Rights Law from University of Essex in the UK, and BA from Wesleyan University.
